Maryland Lease Laws: Tenants’ Bill of Rights

As of July 1, 2025, Maryland Landlords are required to attach the Maryland Tenants’ Bill of Rights to all Residential Lease Agreements.

This new requirement is part of Maryland’s Renters Rights and Stabilization Act. Other notable requirements of the Act are:

  • Landlords may not charge more than one month’s rent for the security deposit, with a few limited exceptions.
  • Landlords may not collect more than two months’ rent at move-in (the security deposit plus the first month's rent).
  • In properties with three or fewer units, Landlords must offer Tenants the right to purchase the property before selling it to a third party.
