It is now September 5, 2013. My tenants have not paid August nor September rent. The garage door spring broke. Now they cannot park in the garage. Do I need to fix this now even though they have not paid rent?

This is your property and taking care of it is important, so fix the doors before it causes more damage or someone gets hurt which you may be held liable for. As for the rent, send a notice of demand for payment, and a warning of eviction if they do not pay. If everything does not work, post the letter on the property in the given time of the notice, start the eviction. If they are the reason for the broken door record it, photo it and you can probably deduct it from the security deposit.
