I purchased a duplex with one side occupied and the rental agreement is in the previous owners name. Do I need to do a new rental agreement or are the tenants bound by the existing rental agreement even though the landlord has changed?

Do you have a copy of the lease terms? You may want to send them a new landlord notice, lease amendment. You can also see if they will sign a new lease, whatever makes you more comfortable.
