We were informed by our tenant, there was a leak. Once informed, repair is scheduled to be completed within 48 hours. Are the landlords responsible to comp the tenants for a large water bill due to the leak?

I do not think so. Covering the repairman yes, but the extra water expense isn't something I would cover.

Indiana American Water here will credit the account for excess if you show them the repair bill.
