What do you do when a tenant sublet property without concent, and now tenant vacate property but his sublet still there. Sublet claims he's paid rent to tenant and he is not moving out because he paid rent for the month?

If you have no agreement with the "sublet" and that means you ahve never accepted rent personally from them, then I would start eviction proceedings. If this person got ripped off by your tenant, then that is between him and the tenant not you. So I would start eviction, it would be is burden of proof.
