In California when a tenant of of SFR gives notice and leaves, are they responsible for all or any portion for clean up and re-painting the property and if so how much (percentage basis)

Only as specified in the Lease. Although the tenant usually must leave the property as they received it with the eception of normal wear and tear. If you have agreed in your lease that they are to re-paint or the walls are damaged beyond wear and tear, this then may become the tenants responsibility.
