If a tennant installs new carpet, ceiling fans, and adds new blinds in lieu of a deposit. 1. is that legal? 2.can they charge the landlord for improvements to the property upon departure?

It all depends on what agreement you have. If the landlord and tenant have agreed to terms such as this, then it is within both tenant and landlord's rights. BUT....caution, although it is nice to have a tenant provide all of these "upgrades" having NO security deposit to cover yourself in case of damage or neglect by your tenant cann be even more costly. Try having them get a free months rent instead or some other type of concession. No Security Deposit = No Protection. Good luck!
