No, it's not true. However, the property owner is responsible if it it not paid by tenant. If tenant does not make payment, you should receive a letter from the company and how much is owed. If it's in the contract for them to pay and they don't, send them a 3 days' Notice. Also, you will,have to maintain garbage collection when tenant moves , even if property is vacant. In other words, you will have to call them and let them know that the bill should be sent to you.

Why would the landlord need to continue garbage collection when there is no one living in the unit to create garbage?

That's the way it works in SJ. Guess they need the $$$$ more than property owners...LOL. Not all cities in CA have that requirement.

It depends upon your lease agreement, if your lease agreement states that you are responsible for trash and sewer fees, then it is your responsibility. Otherwise, it remains your landlord's obligation.
