I am accepting an application from a young women who has little credit history. She stated that her mother could co-sign. Should I do credit check on both or just the mother? The young women did state that she would be making the payments on her own.

I would personally perform credit checks on both. It helps you see several things, but the most important thing is that she is telling the truth.
