I hired a P.M to collect the rents and deposits, make repairs and maintain the two duplexes. In Indiana, does he need a special license? and what do I pay him as a flat rate? Is there a state minimum?

Yes, if a property manager is going to lease, rent, manage, list, or negotiate or offer to perform any of those acts, her or she will need a real estate license. However, an individual involved in the renting of residential apartment units need not be licensed if he or she is employed or supervised by a licensed broker. As far as a fee, they are negotiable.
