how do you charge a tenant for washer and dryer use, if there is only one set in a duplex, and landlord's electricity is hooked up to washer and dryer?

You either do not allow them access, allow them free access (or have added that amount to their rent before leasing) or come to an agreement as to how much money they should pay a month.
