I am beginning the eviction process for my tenant. She is a single mother with twin 2yr olds. Her electricity is included in her rent, which she is not paying. Can I shut off her electricity?

Absolutely NOT!! You can not take these matters into your own hands. A landlord can suffer great consequences for shutting off utilities or lock them out.
