Is it possible to get tenant to assume cost of repairs for wear and tear of items that were in good and working condition when the tenant moved in? Examples: A broken kitchen drawer, a malfuncioning washer.

Anything they specifically broke you can charge them for, but things like normal wear on the carpets you can't. The kitchen drawer you can charge them for, but unless you know that an action on their part caused the broken washer (instead of it simply being old and wearing out), you can't charge for the washer.
