After tenant moved-out, I discovered dog feces in the back yard when cleaning up. Can I charge a fee for this? I pointed this out during our move-out, but seems like tenant never got did pick it up.

That would be part of cleaning which should be covered by the security deposit. Tell the tenant it must be cleaned or you will keep the deposit. Odds are, they won't clean it up and you can keep the deposit.
