Does anyone know if it is the landlord's responsibility to provide hurricane shutters to tenants. Who should be responsible for putting them on and off??

This can be spelled out in the lease. For instance: Landlord has provided "hurricane shutters" and requires Tenant to install them in the threat of hurricane conditions. If Tenant fails to comply; tenant is responsible for all damages to the property as a result.
