Is it permissable for me, a landlord to photgraph the exterior premises of an occupied rental, as long as I was not on the property itself, and did not photgraph any portion of the interior of the house?

Why not , its your house, you can do that, you could do the inside also with a notice , If you want to be nice you could say Ineed pictures for insurance., I need to take pictures outside the property.
