I recently rented my house under an agreement 1 dog. Then I found out there were 2. I allowed it & a month later 9 puppies came along. I want to react by eviction before it gets any worse but know I have to follow the laws. There lease is only 6 months till end of July, is eviction the first step I should take?

No... you should send them a letter telling them that they are in violation of the lease. That they have X number of days to reduce the number of dogs on the property to the 1 permitted by the lease. Specify that you will take action if they fail to comply.
You really do have to give them notice before you evict.
