can a landlord charge the tenant for water & sewer total bills or just over usage in nj

Check with your local regulations but as far I know as long as the terms are clearly spelled out in the Lease, a Landlord may require the Tenant to pay for water and sewer.

per denise, first you should check your local regulations, however, because the water and garbage bill ultimately come back to the owner in the State of Calif. That should be something the landlord should pay. Just calculate it in the rent. Less of a headach to the landlord.
