Two things: I am not clear on the wording I can use to ask for proof that an animal is truly a "service animal" and is necessary for the tenant's well-being; and how do you inform someone in a wheelchair that they will most likely have to replace the carpet when they leave because of the damage that wheelchairs cause? The ground-in dirt and the tracks made by the wheels are not "normal wear and tear" and cannot be fixed.

RE: service animals and wheelchairs
"Service Animals" need documentation from the ADA (contact the nearest federal HUD office). A doctors note will not suffice.
As for the wheelchair issue, if worse comes, you may be taken to court and a judge will decide.
