Mailbox blocked by tenant

Can I as a landlord add an addendum to all leases forbidding tenants to park in front of the mailbox even though the area is in a public street. This tenant refuses requests to not do so and is saying racism is the reason we are giving them a hard time. Meanwhile, other residents are angry about mail not being delivered and we are at risk of loosing other tenants over this issue.

You can add anything you want.  Can you move the mail boxes so they aren't blocked?
