One of my renters moved out....that renter had the water bill in their name. Upon moving out they had the water turned off; now i am receiving a water bill for that property. Can i have the water turned off or do i have to notify the tenants?

In some localities "water" is a lienable item. Therefore, you may not shut off the water. If the water is in their name and is not lienable, I would ask the company for an explanation as to why it was automatically reinstated back to your name.

Have you also spoken to the tenants still at the property? If in the lease it is stated that it is their responsibility then failure to pay it and get in their name could possibly be used as a breach of contract depending on your wording in your lease with them.
