I have garnished incomtax on a few bad ex-tenants. I didnt even get close to what they owe me..The question is..Do I have to redo the papperwork every year or does the IRS keep taking there checks till they are paid up??

It is to my understanding that a garnishment continues until a judgement is paid. I would contact the agency and see what has happened. Often a tenant will change jobs or stop working. In that case you may have to re-do some paperwork.
