I am the owner! The bank and I have agreed on a short sale. My tent that lives there now won't pay rent because she know I am doing a short sale.

Evict her. The tenant must adhere to the lease as well as you the owner. Even in a short sale, the security deposit must be transferred to the new owner as well as the rights to the lease.
