My mother owns a house in MD, that was under a leaseoption agreement. It expired 6/30. Tenant has not paid since June & does not respond to calls/letters.
How do I evict him? My mom does not have the mental ability to manage her finances.

You will first need to obtain a power of attorney from a lawyer to allow you to transact your mother's business. Then you can act on her behalf to prepare and execute the eviction.
