My tenant complained to housing instead of going to me first... And this is not a first time. Her layer withholding rent until minor repairs done. (I put a new floors-now few tiles missing) She wants to be a problem. And she is not on the lease, Her Mom is on the lease and her kids How can I stop this madness ? Please Help!

Go to the resource links in this web-site and find the "links" and click on that and find your state and check the information located there. You may fnd your answer. Has the housing authority contacted you regarding these issues? What does your Lease say about repairs? or about occupants?

I agree that the lease is the place to look. I would also contact housing in a very respectful way and tell them she is not on the lease. This may limit her ability to formally take action.
