I have a studio apartment. It's about 450 sf. It is in Minnesota.
Is there a limit on the number of people that can live in this apartment? By law, can I say no to a family of 3, 4, or more?

You can set an occupancy limit but must use the same standard for all tenants in order to fulfill fair housing. In some locations there are actual occupancy standards that must be followed. Check with your local housing authority.

Kerri Denise is right you have to check with your local housing authority , the reason for this is if somone complains you risk prosecution , I f you have to many people the state allows so much area per person, a baby takes up

less space then a large person and electrical use and sewage use may not be accomdated plus there would be over crowding
