My tenant was hit by a car and is now in a wheelchair, or duplex has two flights of stairs and I’m wondering if we are responsible for retrofitting the duplex to accommodate her legally? That doesn’t seem fair but I am not sure of the legality’s

Depends. Ask tenant if their insurance will cover the modifications. Not not, then tell the tenant that you are willing to let them end the lease early to allow them to find properly equipped housing. Then, allow them to make the decision to either stay or leave.
