Eviction

I have tenants that are 2 months behind on their lease and still owe me for a bounced check for 1/2 the security deposit.  Their one yr. lease expires Oct. 31st. The place is a pig sty to say the least. She refuses to answer the phone, certified letters, etc. Is a landlord responsible for the water bill in all states?
