Tenant has a tree removal company and has been dumping debris on the property. Is this a civil issue, or can I have him arrested for illegally dumping by the local police?

Yes, off course you can. If tenant is not taking care of your property and destroying it then you have every right to throw him out of the house by taking help of the police. In every agreement that you will not destroy my property by any means and if you will then I will have every right to get tenancy back from you. Talk to him first before taking help of police.
