can I enter my tenants basement apartment to access electric box or water pipes if needed? If there's a flood or fire danger and I need to turn off the water or electricity and acces to those things is in the basement and the tenant's not home

In most states, landlords have a right of entry, with 24 hours advance written notice, unless it's an emergency, in which case you can enter immediately.
