In California, is there a requirement to replace carpets at a certain interval? If so, what is the interval?

No there is not however a tenant may use this an a negotiating cost. If this happens you can choose to replace or not but think of how to sweeten the deal. Also if the condition is beyond normal wear and tear you would want to replace it with the precious tenant security.
