Can you do a background check without a social security number

If you do not get or want to collect social security numbers, you can do backgruond checks by contacting prior landlords (go back at least 2) and contacting employers and asking proof of income (check stubs, etc....). Although having a social security number is helpful by enabling you to see a credit history - it is possible to get somewhat of a picture without one.
