my tenants moved out and didnt have the oil furnace serviced as was part of their agreement. They lived in the apartment 6 months. Is it fair to deduct the cost of the furnace cleaning from their security deposit? I thought I would deduct half of the cost.

It seems to me that if it were part of their lease agreement and you have proof that it was not done; then you should be able to deduct it from the security deposit.
