Prior to our first tenant moving in (two years ago) we installed a complete irragation system to make yard maint. easier. Upon inspection, the enitre drip system is now going to have to be almost totally replaced due to neglect and severe damage it is in-operable. The Lease states Tenant is responsible to maintain and keep premises and appurtenances in good and sanitary condition. Can I bill for this repair/replacment?

Basically YES - you would have to most likely prove that the damage was caused by the tenant's negligence or misuse. In the future items such as that should be spelled out.

Weigh the cost of a small claims court vs. just replacing it and writing the loss off on your taxes. Sometimes the time, energy and aggravation isn't worth it.
