In Florida. Have a tenant who is requesting to install a fence at their cost. They agree to have an approved company install it and follow HOA restrictions/guidelines and it has to be permanent and stay upon move out. Question is if I allow this, what if any money will I be responsible for.

Write out a full contract stating exactly what you are allowing and what you will be responsible for. If the tenant wants it at there expense, note that you will not be trading for this addition for compensated rent and that the structure is to stay and not be removed at the end of the tenants tenancy. Also make sure that both parties know who is installing and is licensed in your state. The fence will need to be up to proper code if there is any.
