Are notices, such as late rent notices, "official" if sent via email? Or do I have to send them via snail mail?

Yes, notices are official as it is proof that the message was delivered. For notices such as eviction you would want to also follow up with a hand delivered or mailed notice and if needed posting to the front of the property.
