Tenants were given written instructions to keep the hot and cold water dripping when temperatures got below freezing and they did not. Now we have damages to pipes. Can we hold them accountable for damages?

Yes. We had a similar situation and charged the tenants for the repairs.

I'd say yes.. if they signed the instructions and you have a copy. If you don't have that, I'd still charge them, but you may not win if it goes to court.
