The best thing to do is have the tenants have proof that they notified the utility companies of move in date and transfer date prior to handing the keys over to them. Once this is confirmed they are responsible for all utilities, if they are not transferred keep track of the amounts that you are charged and set up money owed. Also contacting the utility companies will also help you confirm that hey have set up utilities.

I contact the utility companies and close all accounts in my name effective the day before they tenant is schedule to move into the property. I notify the tenant that they have X days to have the utilities put in their name before they will be turned off. It is then the tenants responsibility to contact the utilities and open accounts in their name if they want lights, water and heat.
