It mentions a restricted credit report for Service Level 2... what's a restricted credit report? For that matter, what's the difference between Service Levels 1 and 2?

Service Level 1 with saferent is what you can use to order background checks if you don't send in additional information about yourself, to prove you're a landlord or property manager. To view credit data, you need to prove you have a legal right to view it.
What's restricted is that it doesn't include confidential information such as the tenants' bank account numbers, or their actual FICO scores. It does, however, merge all the different reports you order into a single universal Tenant Risk Score, based on their credit, their criminal history, their eviction history, etc.
