I approved an application for a tenant only to encounter inconsistent behavior (responsiveness). I continued to show the property and got other applicants that were much more eligible. I sent the inconsistent applicant an email that I chose a more suitable tenant. No documents/lease had been signed. Is this legal?

As long as you haven't signed anything you should be fine. I would be sure to contact the applicant through email or phone and let them know that you have found a more eligible applicant.
