RE: should tenant have local photo id to rent/lease?
A local ID does not matter but be sure to definitely run a background check on them that includes credit and nationwide criminal report. I personally rent to students often and many of them do not have the same state ID. They key is the solid tenant screening followed up by employer history and references. Always follow up on past employers as well as landlords.
