How should I screen and secure my self and property

I would do a Phone screening, Rental application, and an employer history inquiry form to screen. This is the manual way but it works just as well.

I have someone who is interested in renting a room who normally live in Canada but is studying here as a student and is really reluctant to complete the rental application because of the social security issue. Says she has it but feels she shouldn't have to use it. Says in Canada she doesn't need to provide that. Is this true
