I have a tenant who signed a 1 year lease and put down a security deposit to dold the property. 3 days before tenant was to move in i get a call stating they were not going to be able to move in. I missed opportunities to lease unit to other individuals. Is there any law that states I have to return the deposit?

It depends on what the receipt says. Normally the landlord can keep the holding deposit, or some of it.
