When is a "good" time to move a tenant in on first day, and " good" time to expect them out on move out? I keep hearing normal business hours?

When a tenant is moving in, they generally have their stuff packed or available for them to start early in the morning. So I set a 9am time so that they can have the daylight hours. When moving out they are generally doing last minute cleaning and such so I give them a 3pm move out time.

Move-in time…anytime after 8am. Move-out time…If tenant wants a final inspection, the place MUST be completely empty (and this includes the garage, etc) by 3pm. If no final inspection is required any time before 5pm. Get in writing that no final inspection is required. ---- Disclaimer: Since I’ve been answering a lot of questions, I thought I would make the following statement.
