I served the tenant a three day notice when can enter the house and what if he just up and left all his belongs at the house?

A landlord is prohibited from illegally evicting a tenant without a court order, i.e., by locking you out, removing doors to the rental home, shutting off tenant's utilities, or removing tenant or tenant's property.
