NJ law states that I must return the Security Deposit within 30 days by certified mail, registered mail, or in person. If I were to send it Fedex or Express mail with signature required, does that comply? Also, does the deposit have to be in the tenanat's hand by 30 days or just in the mail to them within 30 days? Thanks

I would try to get the money to the tenants within the 30 days. As for the delivery method, basically the tenants would have to take you to court over the way you returned them the deposit, which I don't see being a problem as long as you get a delivery confirmation.
