Does anyone know who is ultimately responsible for dog attacks on the leased property in Indianapolis, Indiana?

I would assume the dog's owner.

RE: Dog Attacks Question
This is not a cut and dry situation. But on September 10th of last year The Indiana Court of Appeals affirmed summary judgment for a landlord who was sued by a postal carrier who was bitten by a tenant’s dog that had escaped from the property. The judges declined to find that by entering into a lease, a landlord establishes a relationship to a tenant’s dog. BUT with that being said......in many states, landlord's have been upheld for things a tenant does or does not do including possessing a dangerous dog.
