I read that you can apply a security deposit to the non payment of rent. If you apply the deposit to the non payment of rent and then they pay rent do you put the security deposit back into the account? Also if you apply the security deposit do you need to send a letter to the tenant to let them know that you applied their deposit to the rent?
And when is it ok to send a 14 day notice?

You can send a 14 day notice as soon as the rent officially becomes late. As for applying the security deposit towards the rent, usually you don't do anything with the security deposit until the tenants move out, at which time you can take out any money still owed for back rent.
