I have given my tenant 48 hr notice. back story is she has not paid her current rent and I requested a copy of the water bill. I am going there to get the water bill and also inspect the property along with giving her the demand for payment or writ to quit notice. What would be my rights if they are not home or will not allow me in the property?? Can I go in if they are not there??

Yes you can, provided you've given them proper notice. That said, if the water bill is in their name, you shouldn't take it from the property; I would take a scanner or high-res camera with you to get a copy of it if that's the case.
