RE: my tenant changed the locks on my property without my permission, did not notify me or give me keys. Is this legal ?
The landlord has the right of emergency entry, which of course requires a key. I would ask them for a copy of the new key, and if they refuse, tell them you're going to have to change the locks and charge them for it (you will of course have to give them a copy of the new key).
